Survey on the performance of municipal services and projects
CROP carried out on behalf of GIZ as part of the Decentralization and Local Governance Program (ProDeGoL) a survey on the performance of municipal services in Tabligbo, Atakpamé, Amlamé, Soutouboua, Tchamba, Bassar, Kara, Pagouda, Mango and Dapaong; and a baseline survey on citizen satisfaction with communal projects at the neighborhood level in the communes of Dapaong, Kara and Atakpamé. ProDeGoL is a program implemented by GIZ and co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU).
This mission, which began on October 20, 2018, had the specific objectives of:
Define, according to local realities and specificities while referring to standards accepted at national or even regional level, the performance criteria for municipal management in the three new towns and the towns of influence;
Carry out, on the basis of the consensual criteria defined, a survey on the municipal services provided to citizens in the three new cities and the cities of influence;
Conduct a basic survey of municipal projects at the neighborhood level in the three cities in order to determine the degree of satisfaction of citizens. This survey is conducted only in the three main towns Dapaong, Kara and Atakpamé.
The realization of this mission was done in 3 phases below:
The workshop to define performance criteria for municipal management,
The data collection,
Drafting and validation of the mission report.
The first objective of the first phase was to define the performance criteria of the municipalities in collaboration with the representatives (the Secretary General, the person in charge of the CDQ / CDV and a representative of the NGOs / CSOs) of the three (3) new cities covered by the Decentralization and Local Governance Program (ProDeGoL) namely Atakpamé, Dapaong and Kara, as well as the seven cities of influence Tabligbo, Amlamé, Sotouboua, Tchamba, Bassar, Pagouda and Mango. The workshop was held on October 31, 2018 at the Concordia Hotel in Kara. This phase served to finalize the data collection tools. The second phase was the data collection period which took place from November 5 to 9, 2018 in the ten municipalities concerned by the mission. The last phase was therefore the restitution and validation phase of the mission report. This phase took place on January 24, 2019 at the Bérékia hotel in Kara with the participation of the various actors who participated in the workshop to define the performance criteria for municipal management, resulted in the formal validation of the report. by these. In summary, this mission was a great success.
